Ireland's Heat Study Strengthens Case Against Blanket 'Fabric First' Retrofit Rule

Ireland's SEAI National Heat Study modelled over 680 heat-demand archetypes and found that extensive renovation should not be a universal prerequisite for replacing fossil heating with heat pumps. The findings converge with earlier retrofit evidence and practitioner experience, reinforcing calls for a sequenced but flexible approach to home decarbonisation.
