California legalizes plug-in balcony solar, cutting utility red tape for renters

Governor Gavin Newsom signed SB 868, opening the door to small plug-in balcony solar systems for Californians who cannot install rooftop panels. Two companion bills also aim to unlock home batteries, EVs and smart thermostats as virtual power plants and squeeze more from the existing grid.
